Would it be okay, if I restored the Municipality ontology class? I need it for mappings aimed at the (Dutch) intermediate (provincial) and local (municipal) levels of government administration. More generally, I think that an Administrative Body should be modelled more as an Agent than as some territorial entity. After all, the territory for some types of government agencies is just the object of their administrative rule. For now, moving AdministrativeRegion to be a subclass of Agent would be too intruding, but I hope we can do so in the not too distant future.
